摘要
电子化政府是国际上的通用概念,它的含义是随着信息技术的发展和在政府管理中的应用程度而不断变化和发展的,它最重要的内涵和精髓是建构一个"虚拟政府",即跨越时间、空间、部门的全天候的政府服务体。"电子政务"的直接含义就是一国的各级政府机关或有关机构以电子化的手段处理各类政府事务。电子政务的目标是为政府向社会提供服务过程中的"手段"上的保障,即电子政务是一种"以电子为手段、以服务为核心"的活动。
The literal concept of ＂E-governance＂ is a country＇s government organs at all levels and the related institutions handling of all kinds of the government affairs in the electronic form. The aim of the E-governance is to guarantee the service which government provides to the society,that is to say, E-governanee is a kind of aetivity which is by means of eleetrics and centers by service.
