New Population Policy in Russia in Puttin’s Time and its Revelation

自1993年以来,俄罗斯人口一直呈现负增长的态势。前总统普京在其发表的年度国情咨文中称,人口问题是事关国家安全战略的"最尖锐的问题"。人口不断减少愁坏了俄罗斯,人口危机对其国家的生产、人们的生活和社会的心态产生了巨大的影响。俄罗斯政府和立法部门纷纷拿出措施,实施"人口新政",鼓励育龄夫妇生育更多子女,以应对人口危机。俄罗斯在应对其人口危机过程中的做法和经验,可以为中国在解决其人口问题、制定人口政策时提供一定的借鉴和参考。

The population in Russia has been decreasing since 1993. Puttin, president of Russia said in the state of the union message of the year that population is the most critical matter in the national safety strategy. Russians are sadly worried about the decrease, which affected all the aspects in the country dramatically. The Russian government and parliament worked out measures one after another to solve the problem, which may be taken as a reference for China.
