西部发展节能服务的低碳效应及其政策研究

Carbon-lowering Effect and Policy Suggestion of Developing Energy Saving Service in Western China

本文首先基于碳排放的影响因素分析,建立了我国区域减排成本-效益测算模型,并采用MCMC算法进行实际测算,结果表明西部单位投资的减排效应高于东部和中部区域;其次根据发展低碳经济具有企业生产技术工艺与产业结构的锁定效应,从企业能效和产业结构出发给出了节能服务产业对西部发展低碳经济的影响机理,并基于节能服务项目调研的实际数据科学估计了西部节能服务产业的发展潜力;最后从碳交易市场试点、拓展节能服务市场、增加节能服务供给以及促进融资手段等方面提出了支持节能服务产业发展的政策建议。

First, based on the analysis of influential factors about carbon emission, the paper constructs the cost-benefit model of Chinese regional carbon-reduction. A calculation based on MCMC algorithms indicates that the carbon-reduction effect per unit investment in the western region is higher than that in the eastern and central areas. Second, according to the lock-in effect of the technology and industrial structure in developing low-carbon economy, the paper analyzes potential mechanism of how energy saving service industry may affect low-carbon economy developing in western China in the sight of energy efficiency and industrial structure. On the basis of survey research, a scientific evaluation on the potential of energy saving service in western China is done. Finally, policy suggestions for supporting energy saving service industry are proposed in four ways, i.e. establishing experimental trade market of carbon, expanding energy saving service market, increasing energy saving service supply and promoting financing means.
