软件行业与集成电路产业是信息产业的核心，其技术水平和规模是国家综合实力的重要标志之一。当前，我国软件行业与集成电路产业正处于发展的关键时期，但现有的产业政策尚不够完善，且部分政策已经不适应当前的形势，因此需要加紧修订并完善相关的扶持政策，加大扶持力度，从根本的问题出发，走好适合软件行业与集成电路行业的发展之路。

The software industry and integrated circuit industry is the core of information industry,the technology level and scale of comprehensive national strength is an important landmark.At present, China＇s software industry and IC industry is in a critical development period,but the current industrial policy is still not perfect,and part of the policy has not suited to the current situation,therefore the need to intensify and perfect the relevant support policies,and increasing support efforts,starting from the root of the problem,take good for the software industry and IC industry development.
