本文根据烟草进修学院培训管理的工作流程，对培训管理系统的进行了系统需求分析和系统设计，阐述了Struts和Hibernate框架在培训管理系统实现中的应用。
According to the tobacco institute of training management workflow, the author pointed out the system requirements analysis and system design of the training management system,and explained the realization of training management system based on struts framework and hibernate framework.
