北京的世界城市之路

Beijing:On the Way to Be an International City

人类建立城市的过程与人类文明的进步密不可分。世界城市的形成需要很高的条件,要有世界一流的国际影响与全球化水平,要有世界一流的物质、能量、信息、货币、人才流动效率,要有世界一流的虚拟经济与资本运作能力,要有世界一流的人类资源建设能力,要有世界一流的文化感染力。北京在这些方面既存在一些优势,也存在很多不足。北京建设世界城市,任务十分艰巨,需要实现几个方面的革命性转移:一是从传统型业态向现代型业态的革命性转移;二是从实体经济向服务经济与虚拟经济的革命性转移;三是从末端产品向源头创意产品的革命性转移;四是从打造名牌向创造标准的革命性转移;五是从国家城市向世界城市的革命性转移。而实现世界城市的动力元素是"智慧北京+虚拟北京"、质量元素是"绿色北京+零碳北京"、公平元素是"人文北京+良治北京"。关注和培育战略性新兴产业则是北京通向世界城市的基本途径,应充分借助物联网、传感网进行智慧管理,这是北京迈向世界城市,实现科学发展、绿色发展、文明发展与可持续发展的基本标志。

The process for human beings to build a city is closely related to the progress of human civilization.The first class international and globalized environment,the first class material,energy,information,currency and efficiency of human resources flow,the first class virtual economy and capacity for capital management,the first class capacity for resources management and the first class cultural influence is the basic foundation for the formation of an international city.Beijing has some advantages and shortages.It is really a tough work for Beijing to become an international city.So,we have to realize such revolutionary transformation as from traditional type of industry to modern one,from real economy to service or virtual economy,from end product to innovative product,from the creation of famous brand to the creation of standard,from to be a national city to an international city,and the transformation to ＂intellectual Beijing ＋ virtual Beijing＂,＂green Beijing ＋ zero coal Beijing＂ and ＂cultural Beijing ＋ well managed Beijing＂.Meanwhile,we also have to pay more attention to the cultivation of more strategic new industries with the help of the intellectual management for the internet of things and sensor network which is the way for Beijing to realize the scientific,green,cultural and sustainable development.
