我国零售业产业安全评价体系构建

Establishing the Industrial Security Evaluation System for China's Retail Industry

随着外资的大量进入,我国零售业产业安全问题引起了各方关注,只有建立一套科学的能够反映现实的评价体系,才能对零售业产业安全问题作出客观评价。文章从竞争安全、控制安全、结构安全、权益安全四个层面构建安全评价体系,对我国零售业产业安全进行评价。研究结果表明,我国零售业整体处于不安全状态。为提高我国零售业产业安全程度,应完善政府政绩评价体系,提高地方政府规制力度;改进外企进入听证制度,增加中小零售企业代表比例;加强培养专业人才队伍,提高我国零售业人才素质;加大重组力度,提高我国零售业市场集中度。

With the increase of foreign investment,the issues on industrial security of China＇s retail industry have aroused more attention.Only with the help of establishing the evaluation system will we objectively evaluate the issues on industrial security of China＇s retail industry.The author establishes the security evaluation system from such aspects as the security of competition,control,structure and right to evaluate the industrial security of China＇s retail industry.It shows that,in general,the level of security of China＇s retail industry is very low.To improve the level of security of China＇s retail industry,we should improve the evaluation system of government performance,improve the public hearing system on the introduction of foreign enterprises,enhance training and strengthen MA.
