摘要
随着公共教育权力的转移,众多的教育利益主体凸显于社会各阶层中,其教育利益冲突的形势也愈来愈复杂。传统二元的教育政策模式的弊端日益突出,新的教育政策执行模式亟需建立。教育政策执行的网络模式一方面重视正式与非正式制度和结构对教育政策制定和教育政策执行的作用,另一方面注重分析政策行动者的利益表达对教育政策执行有效性的影响,并突出强调行动者之间关系的强弱程度对政策制定和执行的深远意义,为教育政策的有效执行以及公共教育权力机构对教育的有效治理提供了一个很好的途径和启示。
With the transfer of public educational power, various educational interest groups have stood out in all sections of the society, and the situation of educational conflicts of interest has also become more and more complicated. The drawbacks of the traditional binary model of educational policies have been increasingly prominent, and it is an urgent need to establish a new model of implementing educational policies. The network model of educational policy implementation,on the one hand, stresses the importance of formal and informal systems and structures in policy making and implementing, and on the other hand, focuses on analyzing how effectively the interest expression of policy actors affects the educational policy implementation and also emphasizes that the relationship (close or loose )between the actors is of great significance to the educational policy making and implementing. Therefore, this model will provide a good way and some enlightenment not only for the effective implementation of educational policies but also for the effective governance of the public educational authorities.
