摘要
近年来四川省通过制定和实施学前教育普三政策,切实提高了四川学前教育的普及水平,促进了当地学前教育事业的积极健康发展。四川省学前教育普三政策及其实施主要具有以下特点:将普三尤其是农村学前教育普三作为学前教育事业改革发展的核心与重点;成立普及学前三年教育工作领导小组,建立联席会议制度;建立学前教育普三政策体系,并注重政策的试点与试行;加大学前教育财政投入力度,增设学前教育专项发展资金;将农村公办乡镇中心幼儿园建设做为普三重点;加强教师队伍建设,实现学前教育有质量普及。四川省学前教育普三政策对我国其他省市地区,尤其是中西部地区的学前教育改革与发展具有重要的借鉴意义。
Recently, Sichuan Province has improved the universalization and development of early childhood education through the 3-years' universalization policies. The characters of those policies show that: making the universalization, especially the universalization of rural areas as the key point of the development of early childhood education; establishing the leading group of 3-years' universalization of early childhood education; increasing the financial investment in early childhood education, establishing special development funds of early childhood education; developing the town-based major kindergarten; enhancing the teacher's development. The other provinces can benefit from those policies, especially those provinces in mid-west areas.
