构建多元开放联动机制在于寻求各方利益交集,形成培养高素质、高技能人才的系统合力。主要措施是,建立技能培养工作委员会,加强组织保障;制订高职技能培养工作法规和制度,加强制度保障;建立高职技能培养工作的专项基金,加强经费保障;完善高职技能培养的合同管理,解决好利益协调问题;修订高职评估方案,按高职技能培养模式设定评估指标,解决好高职技能培养工作的落实问题。

Constructing the multi-openness linkage mechanism consists in seeking common ground of diversified stakeholders to form a system resultant force for training high-quality and highly skilled personnel,and the main measures are：establishing skill development working committee to strengthen organizational security;developing relative rules and regulations to strengthen system security;building a special fund to strengthen financial security;improving contract management to solve the interest coordination problems;amending assessment program according to assessment index of skills training model to achieve the implementation of skills development.
