摘要
公益性行业科研项目绩效考评作为财政科技投入管理的核心内容之一,其实施的难点在于如何用一套指标科学衡量公益性行业科研项目经费支出的绩效。本文基于公益性行业科研项目经费绩效的内涵出发,根据公益性行业科研项目绩效考评自身的特殊性,将科研项目绩效划分为过程绩效和结果绩效两部分,构建了一套能全面有效度量公益性行业科研项目绩效考评的指标体系。该绩效考评指标体系可成功应用于农业行业科研项目的绩效考评。
The performance measures of research projects in non-profit industries is one of the important management of the public research expenditure,but it is difficult to how to properly evaluate the performance of research projects by constructing a set of indicators.Based on the connotation of research projects in non-profit industries,and considered the characteristics of research projects,this paper takes the lead in dividing the performance of research projects into procedure performance of research and outcome performance.And then we construct a set of indicators to measure effectively and comprehensively the performance of research projects.At last,we make a successful empirical study on performance measures of research projects in agriculture industry.
