"一肩挑"模式是各地在解决农村两委矛盾的实践中探索出来的一种新型基层组织构架模式,该模式在运行过程中产生了一定的积极效果,但并不能根本解决两委矛盾。农村治理模式的症结是两委关系界限不清,而基层治理的关键在于村民自治。

The ＂Pick on one shoulder＂ mode is a new grass-roots organizational structure model which is explored out in practice to solve the contradiction of Two Committee in village. During operation this mode has produced some positive effects, but can not complete solve the contradiction of Two Committee. The crux of Rural governance is the ill-defined relationship between Two Committee, and the key of local governance is village self-government.
