公共政策过程中的公民参与问题一直受到学界和政府的关注。网络是当今公民参与的重要形式,但也带来平等、成本、绩效、稳定等方面的难点和悖论,建设性和破坏性并存。消解悖论,需要建立有效规范、培育现代公民、建立现代化的信息网络系统。

The citizen participation in public policy process is a problem concerned by academic community and government. Network is important form for citizen participation, but some difficulties and paradoxes in equality, cost, performance and stability, which is a coexistence of constructive and destructive. We need build effective norms, foster modern citizen, and establish modern information network system.
