国家认同视角下民族地区乡镇政府公共服务职能探析

An Analysis of Public Service Functions of Township Governments in Ethnic Areas in the View of National Identity

民族地区地广人稀,乡镇政府是广大少数民族群众国家感知的直接对象,其公共服务水平直接影响其民众的国家认同感。因此,以"公共服务"促"国家认同"应成为民族地区国家认同构建的重要途径,但目前仍困难重重。本文提出,应在加大经济社会公共服务基础上,以政治法律服务促进制度化国家认同;在加强社会主义民主政治基础上,构建公共服务需求表达机制促进参与式国家认同;在加强民族文化发展与保护的基础上,弘扬中华民族文化,打造核心价值观念以促进信念式国家认同。

There is sparsely populated in ethnic areas. The township government is the minority peoples＂ direct targets of the national perception, its level of public services that directly affect their people＇s national identity. Therefore, Promoting national identity by public service should be an important way to build national identity in ethnic areas, but is still difficult. This paper advises to promote the institutionalized national identity by political and legal service based on the increasing economic and social public services, to promote participatory national identity by building public service expression mechanism based on strengthening socialist democracy, to promote faith-style national identity by carrying forward the Chinese culture, building the core values based on strengthening the development and protection of ethnic culture.
