西部能源开发利用中的产业联动战略研究

A Study on Industry Linkage Strategies of Energy Exploitation and Utilization in Western China

产业联动是当前经济发展中的重要现象,引起了学者和政府部门的关注。本文以西部能源开发利用中的产业联动为研究对象,首先给出了产业联动的概念,按照耦合、互动、共赢的逻辑框架,分析了产业联动的形成机理;然后通过统计分析和产业关联分析,确定了能源开发利用的产业耦合结构,分析了西部能源开发利用中区域内和区域间联动发展的基本态势,结果表明西部能源开发中区域内产业联动的潜力较大,与东部、南部沿海等主要能源输入区的区域间联动程度较低;最后提出了推进西部能源开发利用中产业联动发展的基本战略和政策建议。

Industry linkage is an important phenomenon in current economic development,which has received increasingly more attention from scholars and governments.In energy exploitation and utilization in western China,implementation of the industry linkage strategy would be greatly beneficial to coordinated development of energy industries and related industries,as well as relieving the pressure on energy supply from the east.In this paper,the industry linkage of energy exploitation and utilization in western China was carefully examined,and the definition of the industry linkage was first discussed.It is considered that the industry linkage is ＂the industry coordinated development act based on industry association＂.In accordance with the logical processes of coupling,interaction and subsequently achieving a win-win objective,the industry linkage mechanism was analyzed.Through statistical analysis and correlation analysis,the coupled structure of industries in energy exploitation and utilization in western China was identified,and fundamental situations of regional and interregional industry linkages were analyzed.Results showed that 1） there is a higher degree of linkage between the coal industry and related industries in the north coast,northeastern China and southwestern China,while the linkage degree is much lower in the northwest,east coast and south coast;2） the level of the linkage development is relatively high among the oil and gas industries and relevant industries in northeastern China,Beijing and Tianjin municipalities,the north coast and the south coast.However,the east cost,Central China,the northwest and southwest are generally lower;3） the linkage degree was found to be higher in the coal industry and related industries in Central China,the north coast,the east coast and the south coast;and 4） there is also a higher degree of cross-regional linkage between the oil industry and related industries in northeastern China,the north coast,the east coast and the south coast.It is apparent that the potential of the linkage development is very large among regions in western China.Basic strategies to promote the industry linkage are given as follows：large group strategy,cross-regional exploration strategy,industry chain extension strategy,industry chain transfer strategy,and industry chain innovation strategy.Policy recommendations involve positioning the industry well in western China,promoting path innovation in the industry linkage,choosing a diverse industry linkage system and establishing industry linkage mechanisms.
