基于全寿命管理的装备资源节约战略研究

Strategic Research on Equipment Resources Economization Based on the Total Life Management

随着我军装备现代化建设的不断发展,装备资源供需矛盾日渐突出。如何走出一条投入较少、效益较高的节约型装备建设的路子显得尤为重要,是我军装备现代化建设的一项重大战略任务。本文首先界定了装备资源的范畴,并指出全寿命管理与装备资源节约相辅相成,在此基础上论文结合装备工作实际,运用全寿命管理的思想,研究分析了基于全寿命管理的装备资源节约的基本内涵,包括基本概念和内在要求,最后提出了基于全寿命管理的装备资源节约的战略举措,指出必须在科研采购上抓好装备资源的"优生",在使用保障上抓好装备资源的"优育",在退役报废上抓好装备资源的"再生",以期为部队深入持久地开展装备资源节约工作提供有力的理论指导。

With continuous development of the modernization of military equipment,the imbalance between the supply and demand of equipment resources is increasingly obvious.In this context,formulating a low-input and high-efficient approach of equipment construction seems to be particularly important,which is a strategic task of the modernization of military equipment.In the present work,the authors at first defined the category of equipment resources,and stated that the total life management and equipment resources economization are supplement with each other.On the basis of this,the authors proposed equipment resources economization based on the total life management,and defined its connotation and extension.Giving that maintaining and improving the combat capability and supportability of equipment is the precondition and improving the comprehensive utilization efficiency of equipment resources is the core,equipment resources economization based on the total life management can be taken as a series of resource-saving management and technical activities involved in the total life-cycle of equipment,through the headstream control,the total life-cycle organization and the management model of efficient utilization of equipment resources,overall planning,relying on scientific technology,scientific management and improving the mechanism.Finally,the authors put forward some strategies on equipment resources economization based on the total life management,including doing a good job of ＂prepotency＂ of equipment resources in the area of equipment research and procurement in order to make the equipment resources at birth have the ＂gene＂ of resources economization,doing a good job of ＂prepotency＂ of equipment resources in the area of equipment use and maintenance guarantee and doing a good job of ＂regeneration＂ of equipment resources in the area of equipment out of service to scrape to form a collection,processing and reproduction of renewable resources production chain to fully tap and use of renewable resources to achieve purposes of recycling,and permanent use of resources.The paper presents the requirements,main points of equipment resources economization particularly in the areas of equipment research,purchase,use and management,maintenance guarantee and out of service to scrap,and provide a solid theoretical basis for the People＇s Liberation Army of China to carry out a thorough and sustained resources economization in the total life-cycle and the whole system of equipment,in the hope of effectively addressing increasingly significant conflicts among equipment development and resource limitations,environmental constraints,and economic constraints and of achieving a better and quicker development of equipment construction.
