摘要
技术创新资源是人类在科学与技术实践和发展中,所需一切劳动者、物质和社会形态集成,人是根本,构成国家自主创新"软实力"第一要素支撑。基于企业和企业科技人员视角,科技创新能力体现在十一个方面,科技人力资源有其自身的成长规律及分布特点。以近年开展的企业科技人员群体现状调查为研究对象,对其基本状况和诉求目标等进行案例与实证分析,结果显见:一些问题仍普遍存在,一定程度上影响了企业科技人员创新的积极性。研究新时期政府科技政策资源投入及其效果,为充分发挥人才创新力和集聚综合效应,应在开发与科研投入、学术交流、科技体制改革、建立科技服务型政府及政策环境、科技政策与管理体制改革等方面,创新政策环境与公共科技服务。
The technological innovation resource consists of the integration of labor,material and social formation, which are reqnired in the scientific and technical practice and development of human beings. People are fundamental and the first element in the national soft power of independent innovation. From the perspective of enterprises and their scientific and technical personnel, the power of scientific and technical innovation can be seen in 12 aspects, and the scientific and technical human resource has its own developmental laws and distributional characteristics. Taking the recent survey of scientific and technical personnel in enterprises as the re- search object, the thesis carries out ease and positive studies on their basic conditions, demands and goals. The result indicates that the problems are still widespread which affect the innovative motivation of scientific and technical personnel in enterprises to some ex- tent. The thesis aims to research the governmental investment of scientific and technical policy resource and its effect in the new period to bring into full play the innovativeness and synergy. In the following areas, such as the investment in scientific research, the academic exchange, the reform of scientific and technical system, the establishment of a new science and technology service - oriented government and policy environment, the policy of science and technology and the reform of management system, the thesis also aims to research the innovation of our policy environment and public service of science and technology.
