摘要
规模数量的增长不是我国远程高等教育的实质性增长。远程高等教育实质性增长,是相对远程高等教育学生规模数量增长而言,特指远程高等教育系统要素质与量合理变化提高的过程。从生存需要、自身逻辑发展需要、参与国际竞争需要和可持续发展需要的价值诉求来看,实质性增长是我国远程高等教育的必然选择。
The growth of scale and quantity does not necessarily mean substantive growth. Substantive growth of higher distance education is a relative concept in contrast with increase in scale and quantity of higher distance education students, referring to the process of rational improvement in elements of higher distance education system both in quality and quantity. Substantive growth is destined choice of higher distance education in China from the perspectives of value appeal for existing need, developing need of self logic, need of its involving in international competition, and need of sustainable development as well.
