在简要说明深圳发展循环经济必要性的基础上,从政府行为、立法规划、企业效应等方面全面总结了深圳发展循环经济的基本态势,并对这些态势作了简单的评价和定位,认为深圳循环经济发展在全国处于领先,但同发达国家或城市相比仍有诸多不足。立足深圳循环经济发展的基本态势,在借鉴发达国家或城市循环经济发展经验的基础上,指出了深圳发展循环经济的不足之处,并针对这些不足提出了相应的完善措施。

Based on a brief introduction of the necessity for Shenzhen to develop circular economy,the paper summarizes the basic status of the development of circular economy in Shenzhen from the aspects of government activities,legislative planning,and enterprise performance,etc.,and offers the positioning appraisal that Shenzhen leads the development of circular economy in China but has yet a long way to go to catch up with the developed countries and cities.Based on the previous introduction and appraisal and borrowing from the experience of developed countries and cities,the paper points out the weakness of the circular economy in Shenzhen and offers corresponding measures for improvement.
