完善支持新农村建设财政政策的对策思考

On Strategies of Perfecting Financial Policies in Supporting New Countryside Construction

社会主义新农村建设作为我国解决"三农"问题、构建和谐社会的重要举措,需要得到政府财政的有力支持,但我国财政支农工作目前尚存在诸多问题,难以适应新农村的建设和发展。主要包括财政支农资金投入总量偏少、结构不尽合理、方式落后、支农资金使用效率不甚理想、支农政策缺乏监督等问题。通过分析这些问题,探索完善我国支持新农村建设的财政政策的对策。

As a major step in tackling farmer-related problems so as to build up a harmonious society,financial support is of the greatest significance.However,there exist many problems related to the farmer-supported financial work,which is not in line with the construction and development of the new countryside.These problems are：inadequate supporting funds,unsatisfactory structure,ineffective mechanism,low cost-effectiveness of funds,and lack of effective supervision.Based on the analysis of these problems,this paper puts forward some respective measures to perfect the financial policies in supporting new countryside construction.
