On the Basic Economic System and Two Essential Distinctions

坚持以公有制为主体、多种所有制经济共同发展的基本经济制度,必须反对"左"的和右的两种错误倾向,划清两个根本界限:一是划清公有制为主体与单一公有制的界限,进一步解放思想,落实政策,为非公经济创造良好的发展环境;二是划清多种所有制经济共同发展与私有化的界限,避免和克服西方新自由主义思潮的影响。坚持公有经济的主体地位和发挥国有经济的主导作用不动摇。

dominant ro Upho le in lding and perfecting the basic economic system, under which public ownership plays a the national economy while other forms of ownership develop side by side, we need to oppose the ＂left＂ and right extremism of the two wrong tendencies, and draw the two essential distinctions： on the one hand, it is necessary to draw a clear line of demarcation between taking the public ownership as the mainstay and the unitary public ownership, so as to further emancipate the mind and implement policies to create a good environment for the development of the non-public economy. On the other hand, we need to make a clear distinction between the coexistence of diverse forms of ownership and privatization. Besides, we should avoid and overcome the impact of Western neo-liberal ideas, and eventually we can unswervingly adhere to the dominant position of public economy and play the dominant role of state-owned economy.
