There is a need to re - evaluate China＇ s development of hydropower in the context of climate change. Energy mix in China is dominated by dirty coal with high carbon content. For deearbonizing energy supply and the economy, further development of hydropower proves the most cost - effective approach to meeting the demand for energy at current stage of rapid urbanization and industrialization. Costs are certainly involved in hydropower development with respect to ecological and social impacts as a result of inundation and relocation, but such costs can be made minimal through emission reductions, poverty alleviation. investment in natural conservation and sharing of the benefit of hydropower with relocates. A conclusion is drawn that hydropower development must be a priority choice for low carbon energy supply.
