Issues and Options of Health Care Delivery System in Rural China

农村卫生服务系统是我国卫生系统的重要组成部分,从总体看,农村卫生资源的实际拥有量并不低,三级医疗卫生保健网基本健全,目前存在的主要问题是规模偏大,效率偏低,总体质量不高,防保工作削弱,医疗费用上涨迅速,农民疾病经济负担加重。其对策是推进区域规划,建立健康保障制度,改变激励机制,刺激效率和质量的提高,加强人员培训,提高人员素质,改变国家公共补贴的投向,加强防保工作。

The health care delivery system in the rural areas as an important component of China' s health care delivery system, in general, the resources of health care delivery in the rural areas are reasonably sufficient, and the three - tier health care delivery network is basically existed. This article mainly discussed the issues of the health care delivery system in the rural areas on overlarge scale, low efficiency and quality, weak prevention and public health services, as well as high health care cost. Based on the issues stated above, this article poses the following recommendations: developing regional health program, establishing health security system, changing incentive to raise efficiency and quality, conducting training program to improve quality of health personnel, and targeting govemment subsidy on prevention and public health.
