摘要
9·11事件后,强调主权国家应该具有良好治理能力和责任的失败国家理论成为美国对非政策的指导思想,美国据此加强对了对非军事援助,最终建立了非洲司令部,但其主要目的则是要假借非洲国家和非盟之手来保卫非洲石油安全和遏制中国。
After the 9/11 incident,the theory of failed countries,which puts emphasis on the countries＇ ability and responsibility to govern the country well,became the main principle guiding the US decisions on Africa affairs.Based on this theory,AFRICOM took shape,but its objective is to secure Africa oil and restrict rising China for the US in the guise of AFRICOM and African Union.
