志愿服务与公民精神的培育——兼论政府完善志愿服务管理的一些建议

Cultivation of voluntary service and citizen spirit——Also on some suggestions on perfecting voluntary service management

志愿服务是公民个人基于道义、信念、良知、同情心和责任,利用自己的时间、技能、资源、善心为邻居、社区和社会提供的一种援助行为。志愿服务精神与公民精神在本质内涵上具有高度契合性。通过志愿服务能有效提升志愿者的参与意识和技能,培育志愿者的公共责任意识,使志愿者的道德情感得到升华。政府应在扩大认同、加强培训、发掘资源、扩展领域、建立网络等方面发挥自己应有的作用。

Based on moral justice,belief,conscience,sympathy and responsibility,voluntary service is an aid given by individual citizen for the neighborhood,community and society,using his own time,skills and resources.Voluntary service spirit is highly consistent with citizen spirit in nature and connotation.Voluntary service can promote the participation awareness and skills,cultivate the awareness of public responsibility and elevate the moral emotions of volunteers.The government should expand identification,strengthen training,exploit resources,evolve field and establish networks.
