摘要
控制性详细规划已成为我国城市规划实施管理的重要平台,在城市规划体系中具有核心地位,也是协调平衡各方利益的重要"公共政策"。控规调整实际上是各种利益矛盾的再平衡。本文通过对目前控规局部调整中角色关系、启动和裁决机制、利益补偿等的分析,并借鉴美国区划调整经验,对完善控规局部调整机制提出建议。
The regulatory detailed planning has become an important platform of the implementation and administration of urban planning in China and a public policy to regulate the interests of different groups, which has the core status in urban planning system. The regulatory detailed planning in essence is the re-balance of interests of different groups. This paper analyzes the roles of different groups, operation mechanism and compensation in the partial adjustment of regulatory detailed planning and provides suggestions to make improvement by referring to the practice of zoning in America.
