科技型中小企业是技术创新的主力军,知识产权质押融资能为科技型中小企业解决融资难题。从政府视角在认知知识产权质押内涵的基础上,分析了知识产权质押融资的5个特点,探索了政府在知识产权质押融资推进中两大政策支持模式,研析了知识产权质押融资的3种模式,旨在提升政府引导知识产权质押融资的有效性,突破中小科技型企业的融资瓶颈。

The high-tech small and middle sized enterprises （SME） are the most efficient part in the technological innovation system. Intellectual property rights （IPR） pledge and financing provides a new way for the High-tech SME financing. From the perspective of government, the article analyzes the five characteristics of IPR pledge and financing, researches the policies support in IPR pledge and financing, studies the three modes of IPR pledge and financing. This article aims at promoting the effectiveness of government policy allocation, solving the bottleneck in IPR pledge and financing.
