什么是国际航运中心? 被引量：8

摘要 国际航运中心这个概念并无唯一的、固定的或为所有人接受的定义。一方面,对航运中心的理解因地点的不同而有所区别,如伦敦、鹿特丹、新加坡对国际航运中心有不同的定义;另一一方面,即便针对同一个城市，国际航运中心的定义也会因时间不同而有变化。如上海国际航运中心在1995年时被定义为以“上海深水港为主体，浙江、江苏的江海港口为两翼”的中心，在这个基础上，2009年国务院第19号文件又将定义扩展为“航运资源高度集聚、航运服务功能健全、
