浅谈农村土地使用权流转的制约因素和对策

农地流转是对家庭联产承包责任制的深化,但在其运作过程之中,还存在着很多制约因素,如观念落后、社会保障体系尚未形成、市场机制不健全、合同不科学、流转不规范等。要化解农地流转制约因素,就必须加强舆论宣传,完善产权制度,加强相关法律法规建设,营造良好环境,促进土地流转。

Transfer of cultivated land is the deepening of the responsibility system of household contract,but in its operation,there are still a lot of constraints,such as the backward concept,unstable social security system,unsound market mechanism,unscientific contracts,irregular transfer,etc. To solve these problems,the following countermeasures may be of effect： doing necessary publicity,improving property rights system,enhancing related regulations and laws,creating a good environment and promoting land transfer.
