农村发展需要并已到迫在眉睫的深化改革阶段,而农民不聚集就不会有进一步发展,就不出效益、不富裕,中国就永远是穷国!进行农业结构调整、鼓励高效农业及提升农村二、三产业等倡导后,发现各类政策的作用仅是昙花一现。目前许多行业产能都"相对"过剩的情况下,不要再去救市或刺激什么增长,而是要实质性地开展新农村建设,这既是消化相对过剩的当务之急,更是社会经济发展的大战略大出路。必须"政策规划倡导、商业性运作、并充分调动农民积极性"建设新农村,如此任何行业产能都将不过剩,且因主动逆城市化使城乡真正实现协调发展。
