发达国家的农业保护政策及其启示

The Agricultural Protection Policies of the Developed Countries and their Enlightening Points

由于农业产业自身所存在的弱质性特点,发达国家在经济发展到一定水平后一般都会对农业实施保护性政策。其内容通常包括市场准入、价格支持、收入转移支付、公共产品投资、农村生态环境治理、农业信息、农业信贷、保险支持及农业研究、农业科技推广与教育等方面,其目的在于保护农产品生产者――农民利益、农产品消费者利益、农村社区的生态环境及促进区域协调发展。通过对发达国家农业政策的研究,可以为我国的农业政策的制定提供某些有益的借鉴。

Because agriculture itself has some weak points,the developed countries will work out some protection policies for their agriculture when their economic development has reached a certain level.These policies usually include the following：market access,price support,transfer payment,investment in public products,control of the rural eco-environmental pollution,available agricultural information and loans and insurance as well as the related research and popularization,which aims to protect the farmers＇interests,the interests of the consumers of agricultural products,the rural eco-environment and the balanced regional development.The study of the agricultural protection policies of the developed countries can shed some light on the enactment of China＇s agricultural policies.
