On the Relationship between Constitutionalism Construction and Lawful Administration

宪政是指在实行法治的国家中,通过宪法、法律制约国家权力,以保障公民权利,它是民主政治的一个重要特征。而宪政建设的基本前提是依法执政。中国共产党作为执政党执掌国家政权,就是要牢固树立宪政理念,通过不断提高依法执政能力来真正推进宪政建设。

Constitutionalism is a very important characteristic of the democratic politics in the countries administrated by laws,which restricts the national power in order to protect citizens＇ rights.Based on the administration by law,Chinese communist party should be required to establish the principles of the constructivism firmly,as well as to improve its administrative ability so as to push the construction of the constitutionalism forward.
