分析了伴随济南自开商埠而发展起来的民间商会一城两商会的特色,提出济南商会的功能不仅仅局限在经济领域,而是扩展到政治和社会领域,尤其是其协助工商管理的参政职能的发挥,表现出民间组织与政府在社会治理中应然的一种合作互补关系,并且形成了中国民族资产阶级特有的政治参与意识。

This paper analyzes the characteristics of the folk chambers of commerce with Jinan opens the port.It points out that Jinan Chamber of Commerce＇s functions is not confined to the economic sphere,but extends to political and social fields,showing the cooperative relations of the non-governmental organizations and government in the social governance,and forming the unique awareness of political participation of the Chinese national bourgeoisie.
