湿地保护地方立法存在的问题与法律对策

On local legislation problems in the protection of wetland and legal countermeasures

通过对各省市湿地的地方立法进行比较分析,发现当前的湿地保护存在的问题,进而提出有意义的法律对策,希望对今后完善和制定湿地保护的地方立法有直接借鉴作用,同时推动湿地保护法律制定的进程。

Through comparative analysis of local legislation among provinces,the paper finds out the problems which exist in the protection of wetland currently,and thus it gives meaningful legal advice,in the hope of improvement and development of wetland protection,which has a direct reference to the role of local legisla-tion in the future while promoting law-making process for the wetland conservation.
