Increasing Frequency of Quotation:Significance,Objective Factors and Subjective Efforts

被引频次是文献计量学中被用来测度学术论文的社会显示度和学术影响力的重要指标。提高被引频次,其实质就是提高学术论文的质量,提高一个国家(地区)、单位(个人)的学术水平及其国际影响,是学术论文原创性水平的标志。提高被引频次要从根本上加以解决,只能从客观条件和主观努力两个方面入手:从客观条件而论,最关键的就是要解决基础研究队伍的选拔问题;从主观努力而论,最关键的就是要解决基础研究队伍的建设问题。

Frequency of quotation is an important index to measure the social prominence and academic influence of a paper in document metrology. To increase frequency of quotation is in essence to improve the quality of an academic paper and to enhance the academic standard and international influence of a country （district） and a unit （individu- al）. It is a sign of the originality of the paper. In order to increase the frequency of quotation,we should take both the objective factors and subjective efforts as the points of departure. As to the objective factor, it is critical to select a proper basic research team. As to the subjective efforts, it is most important to construct a proper basic research team.
