乌鲁木齐铁路分局建立内部模拟市场,逐级承担成本控制指标,健全成本控制体系,生产用料计价,减员分流,加强了全方位成本控制。实行纵向、横向全成本清算。充实营销队伍,开展优质服务,扩大营销范围,推进了全过程营销战略。扩大站段经营权,实行成本控制、有限盈亏、安全质量责任制等,建立了全面经营责任制。完善“四全”机制,使铁路分局扭转经营被动局面,连续3年运输收入增长。
A mimic market has been established in Wulumqi Railway Administration. By making every level or step of production burden the indexes of cost control, amplifying the system of cost control, pricing capital goods, reducing employees and improving efficiency, the omnibearing cost control was strengthened. The crosswise and vertical total cost clearing was carried out. The marketing department was strengthened to supply excellent service and enlarge marketing extent and push on the strategy of marketing in the whole course of production. Stations and depots have more management and administration rights, the method of cost control and limited profit or loss, the responsibility system of safe production were adopted, the comprehensive responsibility system of management and administration was set up. As a result, the passive position of Railway Sub-Administration was changed, transportation income has been increasing in the past 3 years and the plan of reducing loss was accomplished.
