摘要
1998年7月28日至8月25日,滨洲线因洪水两次中断行车,今后,厄尔尼诺现象和拉尼娜现象按自然规律还要每隔2~7年发生一次。为此,对海拉尔铁路分局管内1998年水害最严重地段的防洪问题进行反思,提出可通过抬道、设桥、导流和加固线路路基等措施,提高抗洪能力,抵御今后可能发生的洪水袭击,确保洪涝之年不断道。
From July 28, 1998 to August 25, 1998, operation of Binzhou railway was interrupted twice by the flood; according to the natural law, the phenomena of Einino and Lanina will occur every 2~7 years. So, the question of flood control was considered profoundly for the sections damaged most seriously within the range of Hailaer Railway Sub Administration; to raise the ability to fight a flood, withstand the possible flood in the future and ensure no operation interruption in the year of flood, countermeasures including raising the altitude of railway, constructing new bridges, diversion of flood, reinforcing the roadbed of railways were raised.
