社会保险产生的制度嵌入性分析——德国与英国比较的视角

Analysis of Embedded System of Social Insurance:Comparison of Germany and Britain

社会保险是工业化时代的产物。为什么社会保险没能诞生在当时工业化最发达的英国,而是意外选择了经济上远远落后于英国的德国呢?本文运用制度主义的嵌入理论对此进行了分析,认为社会保险历史选择德国而不是英国作为诞生地,是有着内在的必然性的。是德国经济、政治、思想、社会条件与社会保险制度契合的必然结果。在此基础上,提出了对我国完善社会保险制度的启示。

Social insurance is a product of the industrialization time. Why eouldnt the social insurance be born in Britain where the industrialization developed most at that time, but accidentally in Germany whose economy fell far behind Britain？ This article, in which the author argues that it has intrinsic necessity that the social insurance was born in Germany not Great Britain, utilizes the embedded theory to catty on the analysis regarding this. It is an inevitable result from the German economy, politics, thought, and the social conditions which were in agreement with the social insurance system. Based on this, it makes a brief analysis for China to consummate its social insurance system.
