流动人口是人口中能动性和社会性最活跃的重要部分,正确地引导、科学地促成流动人口中人力资源部分最大限度地与社会生产资料相结合,是经济社会中极其重要的研究课题,更是一门新型的学科(流动人口经济学)也是社会和谐、经济繁荣的基本点之一。改革开放以来,温州适时把握大量外来流动人口涌入温州的机遇,使温州经济社会异军突起一跃成为中国社会改革开放经济发展的排头兵,温州的发展不仅仅创造了经济奇迹,更可贵的是创造了温州精神。不断完善流动人口服务管理机制是推动经济社会持续发展的巨大推动力。

Floating Population is with the characteristics of fluid and activeness.And it is worth to be discussed in economic society for combining human resources and production means in large extent by correct leading and scientific facilitation.Meanwhile,it is also brought into a new branch of learning,i.e.economics of floating population,and a part of social harmony and economic prosperity.Since the reform of opening up to the outside world policy,Wenzhou’s economy and society was kept into the first group of rank in China by taking the chance on outside floating population into Wenzhou.The development of Wenzhou demonstrates not only a significant miracle,but also produces Wenzhou Spirits.Therefore,perfecting the service management of floating population is an impetus for the development of society.
