黑龙江省少数民族聚居地自然保护区的管理缺失分析

Analysis of Management Deficiency in the Nature Reserves of the Minority Nationality Habitation in Heilongjiang Province

通过实地考察收集的数据资料分析得出黑龙江省少数民族聚居地自然保护区在管理上存在缺失。这些管理上的缺失造成多个部门交叉管理的现象,从而导致不能形成最有效的管理,也使保护区的建设和管理与少数民族社区的发展面临亟待解决的矛盾;如果不能很好地解决少数民族聚居地自然保护区管理上的缺失,就会严重制约少数民族聚居地经济发展和自然资源的保护,使自然保护区内生存几百年来的少数民族生态文化面临危机甚至消失。并就目前黑龙江省少数民族聚居地自然保护区管理上的缺失提出了一些建设性的解决对策。

Data collected from the field research showed that some problems of management deficiency existed in the nature reserves of the minority nationality habitation in Heilongjiang Province. The phenomenon of cross management of the multidepartment was caused by these problems of imperfect management, which led to the imperfect management and the contradiction between the construction and management of the nature reserves and the development of the minority nationality community. If the problems of imperfect management existing in the nature reserves of the minority nationality habitation could not be solved well, the local economic development of the minority nationality habitation and the protection of the nature reserves would be severely restricted, and the unprecedented crisis of ecological culture of minority nationality habitation in Heilongjiang Province would occur. Moreover, some constructive countermeasures on the current problems of man- agement deficiency in the nature reserves were put forward.
