Contemporary America supplied the education compensation and assistance for the disadvantaged children, and have strived for the pursuit of educational fairness,which achieved by the Head Start and No Child left Behind Act （NCLB） Act and so on. In the course of the pursuit of the educational fairness,they are mainly shown the following characteristics：give consideration to the equality and quality of excellence in education;educational fairness goes through the successive stages,especially in the early stages of life;powerful government intervention is an important safeguard of the implementation of the act.
