反倾销归零屡禁不止的原因及对策 被引量：2

摘要 虽然WTO争端解决机构在实践中禁止了GATT时期允许反倾销"归零"的做法,但由于国际反倾销协议缺乏对"归零"问题的明文规定,再加之以WTO争端解决机构的报告仅对个案有效,反倾销"归零"事实上处于屡禁不止的状况,当前贸易保护主义抬头和贸易救济权被滥用的背景下,作为遭受反倾销之害甚为严重的中国必须采取有效对策,以最大化保护我国的外贸利益。
