21世纪初日本振兴对外文化传播的新举措

On Japan's New Measure to Reinvigorate International Cultural Transmission

进入21世纪,日本提出"文化艺术立国"的文化战略,在新形势下更加重视振兴对外文化传播,通过立法和提出总体规划实现政府主导的宏观调控、利用官民并举的方式动员民间力量积极参与,是其中最具特色的新举措。为借鉴日本的经验,在揭示这些举措的同时尝试进行了相关的中日比较。

Under the new circumstances of the 21st century, Japan has attached greater importance on reinvigorating international cultural transmission and has adopted the strategy of ＂Building the Nation with Arts and Culture＂. Among the new measure5 taken by the Government, a particular one is having government-led macro-control through legislature and a master plan, and mobilizing resources from both governmental and non-governmental sectors by encouraging private participation. In an effort to draw on some experience for China, this paper tries to conduct a comparison between the two countries while analyzing this new measure.
