Yancheng City is the central city along the shore of Yellow Sea.Yandu District is the political and cultural center both of the city and district levels.'Four Port' is the main passage where the flood of Lixia River enters sea.The article discusses the present situation of water conservancy implementation along the 'Four Port' dyke closure area,and the necessity and urgency to implement the closed project,and puts forward the closed harnessing planning scheme and the corresponding safeguards along 'Four Port' route.
