摘要
高等教育资源,特别是优质高等教育资源的区域配置不均衡是引发"高考移民"现象的深层原因。本文以高校数量、招生计划、教育投入三个指标为切入点,对高等教育资源的区域配置进行比较,分析其与"高考移民"的关系,并指出实现高等教育资源的区域合理配置是解决"高考移民"问题的根本之道。应特别对高等教育资源有限地区加大本科及重点院校的建设力度,提高招生计划数,同时限制高等教育资源丰富地区招生属地化倾向。
The uneven regional distribution of higher education resources is the primary reason of ＂National College Entrance Examination Migration＂.This paper discusses the number of colleges and universities,the enrollment number as well as the educational input,analyzes the regional distribution of higher education resources and its relation with ＂NCEE migration＂.The author proposes that a rational regional distribution of higher education resources is fundamental to end to the ＂NCEE Migration＂.Some measures should been taken at present such as establishing key and prestige universities in the regions with scarce higher education resources,and increasing the enrollment number while preventing the universities in the regions with abundant higher education resources from mainly enrolling localized.
