Government's Functional Change and Soft Management——A Case of Housing Issue

住房问题是重要的民生问题。随着房改制度的深入,住房问题经历了一个由政府统一管理到市场调节为主、政府调控为辅的过程。在此过程中,公共服务是房地产市场中政府职能转变的核心理念。在房改政策制定和执行中,政府采用软法之治,通过一系列软性规定倡导建立健全的房地产市场。软法之治本身的缺陷使住房制度尚未完全形成,提高其自身理性是政府职能得以实现、住房政策落到实处的必然选择。

Housing is an important issue considering people. The housing reform develops from government controlled stage to market-oriented with government assistant. The core philosophy in the process is the role of service played by the government. In the process of policy making and executing,government managed the housing industry by encouraging a healthy real estate market, which is a soft way of regulating. Such management is necessary because the housing system has not been perfected yet.
