"公"字产生于"私"字以后,有三项基本义:背私、平均、公开。随着社会的发展,出现了数以百计的公字词族、公字语族,它们饱含着"公"字原义,体现着社会发展的正方向、正价值,蕴含着"社会公众"须得"公共"遵守的要义。廉政建设是个系统工程,廉政途径也多种多样,从"公"字文化中寻找,"公开"是廉政的必由之路,其中"公务员公开财产与收入"则为关键点,是廉政建设有效的途径,可行的途径,重要的途径,低成本途径。

The Chinese character ＂gong＂ appears after the Chinese character ＂si＂ and has three basic meanings including being selfless, egalitarian and open. With the development of society, hundreds of language branches based on ＂gong＂ have appeared and all of them own its original meaning, which shows the positive direction and value of social development. The phenomenon also suggests that the public should abide by these principles together. The construction of anti-corruption is a systematic project and has multiple methods to realize the goal. Based on the culture from the character ＂gong＂, being open is the only way to integrity. Civil servants must make their property and income known by the public, which is the key point and an effective, feasible, significant and low-cost approach to the construction of anti-corruption.
