当前加快新农村建设,需要从五个方面转变乡镇政府职能:从微观管理转向宏观调控,实现社会管理职能;从行政管理转向经济调节,体现经济管理职能;从人治政府转向法治政府,实现责任政府职能;从强调管理转向规制维序,实现公共服务职能。要实现乡镇政府的职能转变,必须要加强乡镇政府自身建设,全面提升乡镇的领导能力。

To speed up the construction of new countryside,there should be changes in the following five aspects：from the micromanagement to the macroeconomic regulation and control to realize the social management function;from the administration to the economical management to realize the economy management function;from governing by people to by law to realize the responsible government function;from management emphasis to order maintenance to realize the public service function,and strengthen the government self construction to realize the leading function.
