摘要 通过分析汶川地震通信受损情况、山区通信抢修过程以及抗震救灾山区指挥通信状况,阐述了建立山区应急指挥通信系统的重要性以及山区指挥通信应具备的特征,提出了一种基于短波和超短波数字集群通信技术的山区应急指挥通信系统构建模式:省与县之间建设短波通信电台,县与乡以及村之间建设超短波数字集群通信系统,乡到村之间建设无线广播系统。该系统具有使用维护成本低、通信内容保密性好、应对灾情险情能力强等特点。 This paper analyses the damage on the communication systems, rush - repair of communication facilities and the command and communication condition in mountainous area in Wenchuan Earthquake, explains the importance of establishing emergency command and communication system for mountainous area and the charac- teristics which should be owned by the system, and proposes a model of emergency command communication sys- tem based on short-wave(HF) and ultrashort wave(UHF) digital trunking communication technology. The HF radio communication system is used to connect the county town to the provincial city, the digital trunking com- munication system is used to connect the rural town to the county town, and the wireless broadcasting system is employed for the villages. The emergency communication system is featured by low cost and high security of communication information. It is able to cope with the earthquake disasters and transmit emergency information to all the people in the emergency area.
