目前的土地整理存在工程设计脱离实际、与相关规划衔接不够、缺乏后期维护资金和存在地役权纠纷等问题。为此,通过转变土地整理模式,解决目前土地整理存在的各种问题,引导农业走向规模化经营,同时延长土地承包经营权将有助于土地整理工作的开展,并推动土地规模经营。

There are some key problems existing in the land rearrangement projects currently,such as the engineering design do not tally with the actual situation,lack of convergences with the relevant planning,lack of funds for repairing after the projects put into running,there are still plenty of servitude disputes in some place.So,the problem in present land rearrangement will be solved by changing the pattern of consolidation,and it can also guide the agriculture into scale operation.Prolong the period of household contracted responsibility system will contribute to the development of land rearrangement,and also propel the scale operation forward.
